Unsung Heroes: The UK's Full-Time Unpaid Carers and the Support They Need (2026)

A million-strong, yet often overlooked, army of full-time caregivers in the UK is in dire need of support, a recent report highlights. This growing trend, a result of an aging society and increasing health issues, is concentrated among the country's poorest working-age families.

Almost a third of adults in lower-income families have a disability, compared to less than a fifth in more affluent families. This disparity has led to a million people in modest-income households taking on full-time caring responsibilities, making it incredibly challenging for them to pursue paid work.

Mike Brewer, Deputy Chief Executive of the Resolution Foundation, emphasizes the urgency of the situation: "Britain's aging and sickness trends, coupled with a rising disability rate, disproportionately affect the poorest half of working-age families. While we often discuss the impacts of these trends, the demand for unpaid care is largely overlooked in political discourse."

"We have an unsung army of a million people providing at least 35 hours of unpaid care weekly, equivalent to a full-time job. It's time we provided better support for these caregivers and their families, just as we've done for working parents in recent years."

A government spokesperson acknowledged the importance of caregivers, stating, "We understand the challenges they face and the difference they make. We've increased the earnings threshold for carer's allowance and provide support through the Better Care Fund, including short breaks and respite services. We're also reviewing carer's leave and considering introducing paid leave."

However, a 2024 Guardian investigation revealed a shocking reality. Tens of thousands of unpaid caregivers, already struggling with poverty, received overpayment bills running into thousands of pounds due to Department for Work and Pensions (DWP) failures. Despite a promise in 2019 by DWP's permanent secretary, Peter Schofield, that new technology would eradicate overpayments, the National Audit Office reported that in the five years after the VEP tool was introduced, more than 262,000 overpayments totaling over £325m were recovered from caregivers, and 600 caregivers were prosecuted, receiving criminal records.

As a result, Labour initiated an independent review of the allowance and raised the earnings limit for claimants.
